Non-competitive Renewals, Continuation, or Progress Reports (RPPR)

As a rule, sponsors fund multiple-year projects. Usually, when available, funds are awarded once a year with the prospect that the entire project will receive support. Some sponsors demand the PI submission of a new proposal for each year of the project even though all years were indicated in the initial proposal. Such continuation proposals do not depend on the competitive review as in the case of the original proposal.

The internal process of reviewing continuation proposals is a systematized version of the original review. Even though the proposal needs approval from the ORS and requires submission via SPS, institutional issues dealt with during the initial proposal will not necessarily be revisited.

For instance, if the yearly cost-sharing commitments have been documented and there have been no alterations in the committed resources, then the initial approval process for cost-sharing will not need to be duplicated.

RPPR (NIH Progress Reports)

To submit non-competitive renewals, NIH uses RPPR mechanisms. The PI must log into the Commons and choose the RPPR tab on the menu bar. Next, the screen that pops up is "Manage RPPR." It contains the list of all grants awarded to the PI. Those grants that are eligible to be submitted by RPPR are provided as a hypertext link.

  • SNAP Questions;
  • Performance Sites;
  • Research Subject;

Upon filling in all the required information, the PI can use the "validate" button to check for any errors and, if needed, make the required changes.

After you complete the Progress Report, you should click on the "Submit" button to send it electronically to ORS for a final review. Afterward, ORS will electronically send the approved Progress Report to NIH.

As soon as the RPPR submission is finished, the progress report, or a non-competing proposal, should be entered into SPS by the PI or the Grant Manager and routed to ORS. In this case, there is no five-business-day deadline.

Competitive Renewals
